2015 Requirements and Steps in Getting your Small Business Registration/ License in the Philippines:

How to Apply for a Business Permit/ Business License in the Philippines: 

Make sure that you have all the requirements and payments when you show up at the offices.
*** This article assumes that this business is going to be owned and managed by YOU (sole proprietorship).

Step I: Apply for Certificate of Business Name Registration from the DTI (Department of Trade & Industry)

You will need to go to a DTI field office and submit your BN Application Form so that they can enter it into the DTI Business Name Registration System.

You may be required to provide your TIN ( Tax Identification Number). If you don't have a personal TIN from your former employment, you can register online right here:

Step II: Application for Barangay Clearance / Certificate of Business Registration


You will need to register with the specific barangay in the municipality or city where you will operate your business. This office (Barangay Hall) will issue the barangay clearance.

To get the Baranggay Clearance, you will need:
  • a copy of Your certificate of business name registration from the DTI
  • 2 valid IDs

Step III: Apply for Mayor’s Permit (Business Permit)

COST ESTIMATE:  Needs to be assessed by the mayor's permit registration office. You can give them a call to have an idea of the price or amount.

Go to the city hall or municipal hall where your business is going to be located.

To get your business' Mayor's Permit, You will need:

  • a copy of your DTI Business Name Registration certificate,
  • valid IDs,
  • location/ map sketch of your business location

Step IV: BIR Registration and Business Tax Identification Number (TIN)


To apply for your BIR Rgistration and TIN Number, You will need:

  • a copy of your DTI Business Name Registration certificate
  • a copy of your Barangay Clearance
  • a copy of your Mayor's Permit
  • proof of your business address (lease/rental agreement or land title)
  • contract of Lease or Land Title/Tax Declaration
  • valid IDs,
  • location/ map sketch of your business location

  • Buy Book of Accounts (at the National Bookstore or BIR Office) to get stamped when you go to the BIR Office
  • Print Receipts and Invoices from BIR-accredited print shops  to get stamped when you go to the BIR Office
  • Go to a BIR  ( Bureau of Internal Revenue) district office.

*** Get your TIN ( Tax Identification Number) if you don't have one yet. (TIN from former employment is good).

  • Photocopy of Paid BIR FORM 2000 (Documentary Stamp Tax on Lease).

  • Get Certificate of Authority to Print (ATP) Receipts and Invoice Form
  • Get your Books of Accounts, Invoice, Receipts stamped
  • Fill out payment BIR FORM 0605 (Payment Form)

Step V. Apply for SSS (Social Security System) Registration


 SSS Registration is compulsory for people who are starting their own business in the Philippines. You register your business as an employer / yourself as a self-employed or as employee, and your workers as employees. This office will issue an SSS number for your business, for yourself, as well as for your workers.

Step V.1. Register with the Home Development Mutual Fund (HDMF)

COST ESTIMATE:  ₱0 - FREE:   Republic Act 7742 requires all SSS members earning at least P4,000 a month to register with this agency. HDMF administers the Pag-Ibig Fund

Step VI. Register with the Philippine Health Insurance Corp. (PhilHealth)


 The New National Health Insurance Act (RA 7875) as amended by RA 9241 requires all employers of private sectors and their employees to register with PhilHealth. PhilHealth manages & administers the government health care system.

Step VII: Make copies of your permits. 

Also, remember that your business permits have to be renewed every year.
